Perhaps you're right about who'll be hunted down. I think it more likely to be some group more obviously "other". And since this here Republic is so big and so complex, the targets will differ from area to area. So far, it's been poor people, mostly brown who are in the concentration camps (I mean, prison system). They're pretty obviously "other".
