I had the same thought about Woodrow Wilson after seeing the quote. Of course, those thoughts were written thirty years before the U.S. entry into WWI, and Wilson probably would have responded with something along the lines of "Well, the Lusitania changed everything."
I think your idea about the investigator coming back to the investigation committee and telling them that there is a case of abuse of power against Palin is a good one. However, I would not wait until October 31. Although that is the deadline, since Palin, her husband and her aides have refused to cooperate with the investigation, the investigator can go before the committee even sooner and say that based on the available evidence (the recordings and the testimony of those who have cooperated) and Palin's refusal to cooperate, his conclusion is that she has engaged in an abuse of power and should be subject to the appropriate punishment. Of course, if the investigator wanted to wait until right before the vice-presidential debate to make that announcement, I would have no problem with that.
The AP story you cite is from Wednesday evening. However, here is the latest from the AP, posted about 30 minutes ago:

Investigator: Palin probe to end before election

ANCHORAGE, Alaska (AP) -- The Alaska lawmaker in charge of the abuse of power investigation of Sarah Palin promises the probe will be finished before the election, after all.
Alaska state Sen. Hollis French said Friday the investigator's report on the governor will be completed by Oct. 10, even though key witnesses won't testify.
None of the people ordered to testify Friday showed up. The McCain campaign, Palin and her allies have been working to delay the investigation until after the election. They say it's become a political fight.
Investigators are seeing whether Palin, the Republican vice presidential candidate, improperly fired her public safety commissioner after he wouldn't fire a state trooper who went through a nasty divorce from Palin's sister.
Looks like Palin and her associates will need to make some decisions in the next three weeks. I suspect that some people will crack and testify in response to the subpoenas, while telling McCain and Palin to go f-ck themselves (or each other; oh wait, is that sexist?).

BTW, it is interesting how you treat one AP story as the definitive authority on how the Troopergate* investigation will play about but discount a more recent report on the investigation by the same reporter.
* Just want to point out the stupidity of the MSM in referring to any type of government scandal as ______gate. Watergate was the name of the hotel. Thank goodness the break-in did not occur at the Waldorf Astoria or we would now be referring to the Palin investigation as Trooperdorf.
Palin's comment about raising the "white flag of surrender" was quite possibly the most tone-deaf thing I have heard this campaign. It is like Palin and the McCain campaign thought the debate was the RNC or a Republican rally, and that she would get applause and a standing ovation. Without the die-hards around, all Republican talking points are being revealed for the empty and cynical ploys that they are.
Off topic, I am surprised that Glenn did not mention anything about the Israel love-fest that was going on last night. I thought Palin might offer to move there, she is such a big supporter of Israel. Glenn has commented on the influence of AIPAC on American government, but last night was really something to behold. I understand that Israel is the only democracy in the Middle East and that we feel bad about the Holocaust, but come on. How the American become Israel's bitch? Israel has shown the ability to defend itself as well as its willingness to spy on America, so what are we doing saying that we will go to war if Israel is threatened? Does anyone seriously think that Iran or Syria or Lebanon is going to launch a full-scale invasion of Israel? I just do not get it.
