a) suspend the healthcare plan Congress enjoys unless and until they fixed healthcare

To address why "Conservatives" don't want illegals to buy insurance (like that would happen anyway), that's simple. Cons want the damn dirty brown people to subsidize the teabaggers' existence without any chance of personally benefitting.
