But the question I have for Dr. Cole is, "as opposed to what?" Find me pls the North African, Middle Eastern or West Asian predominately or defacto Muslim state which is in any way different from this? There are two types of nations in that part of the world - ones that apply brutality quietly and leave the middle class alone, and those that don't and are more democratic in their application of capricious tyranny across the board.

But where I live the cops don't 'fight crime' so to speak. They are 100% focused on traffic violations and these kinds of public nuisance issues and/or nonsense one joint pot busts. The reasons are simple:

1) Crime is for black people, so screw them

2) Who wants to shot dealing with real criminals

3) It's a revenue gold mine to bust middle class substance abusers

All those fine young ladies would be arrested. Their bail would be set at, oh, $1000-3000 (Bail bond costs are 17.5% + 2% credit card fee) and they would each be charged with one or two low level felonies so that the ADA would let them bargain it down to 2 misdemeanors, a few hundred dollars in fines, court costs of $120, 18 months supervised probation @ $30/month (including piss tests), a court mandated alcohol/drug program @ $150-250 'intake and assessment fee' + anywhere from $500-$2000 for the intervention program depending on whether it's a 90-96 'daycare and pot lecture' or something more intense. And if it involves a car all bets are off. You're looking at 10's of thousands of dollars in costs and probable jail time plus the confiscation of your car which is then sold at auction, and loss of your license.

It's a money machine - each public drunk or otherwise impaired party goer represents more than a thousand dollars of income to the city. And since this is the only real job that cops have the numbers of these people is huge. Hundreds a day (when you're booked and held they charge you $17/day to be in jail too).

But look at the upside. Soon EVERYONE will have a record, everyone will get caught by their 'Bro's' puking on someone on camera phone. It won't be a stigma anymore.

Capture and/or death himself. No matter how cynical and exploitive you are, humility arises out of personal circumstance.

BTW I'm reading an account of the Viet Minh treatment of French Prisoners in the first Indochina war. The survival rate for prisoners who were wounded or injured was zero. I thought I was reading an account of the Nazi Death Camps. Brutal doesn't even touch on it and John McCain should thank his stars that by the time he was shot down the VN had been forced to exercise a little humanity because if he were French there was a 100% probability he would have died in captivity.
