Because phones only claim to use standards and more often than not don't fully implement them. Either because of cheapness and hardware limitation or limits imposed by the carrier. For example Opera makes 2 mobile browsers for phone (3 actually). But O-4 doesn't run except on a very limited class of high end phones even where the 'supported' jvm appears to be compliant. Moreover the O-3 browser comes in 2 subvariants; MIDP-1 and MIDP-2. MIDP-1 is a crappy low end nearly useless version that doesn't even support file transfer. Additionally, carriers, e.g. Sprint tell the phone builders to lock down arbitrary features. For example Sprint blocks your from loading any binary object to your phone >150KB unless you have a data plan and a phone that can use one. It does not matter what the storage capacity of the phone is. Similarly Bluetooth means different things to different people. "BT" supported can mean vCard only or some insanely crippled version of OBEX or locked down to only support a single vendors accessory hardware.

So bottomline where the phone uses what is essentially commonly available OS like X or Linux or BSD then the apps hosted atop them tend to be more standard and less odd and locked down. There are lots of Linux GUIs that are built very lightweight for low hardware machines. Quite a few of them could be utilized for phone interfaces to run on 300-700Mhz ARM-9 or Xscale class processors that are provided.
