Every country that has been under European colonial rule has some small fraction of people who crave Western approval. Friedman provides that to them, and from their approbation, thereby raises his own profile as speaking for the world.
There is the converse also - people who diss their own country and heritage; not being an "critic from the inside" to improve things and right wrongs, but rather being a critic to win a Western audience (presumably of the Friedman neo-liberal type).
