What's the difference between a software engineer and a computer programmer?

If you actually look at the chart at the back, it shows "computer programmers" down but "software engineers" up. I've had a number of programming jobs in my career but my title was usually some variant of "software engineer". Since software engineers aren't accredited the software engineer title is pretty much at the whim of the company.

So why keep different stats? Any ideas?
