As a general matter biologically If you have male hormone levels or female hormone levels at key points in development you have male or female, regardless of what the chromosomes are. NORMALLY the chromosomes control these hormones but not always, and in some species it is normal for the determination of which sex develops to be made by environmental factors (turtles, alligators) and not by which genes the embryo carries, some animals (reef fish) change gender as adults.

they wouldn't lose any power because they won't have any anyway and if the male population gets low enough at some point it would be small enough to be the same size as the small percentage of the female population which is as interested in men as men are in women. i.e they are willing to make sacrifices for sex and not resent it.
