With Carter one was able to borrow at 3% and buy government bonds paying 18%. It was wonderful where else can you get a clear guaranteed 15% return. Then Reagan came along with Volcker and ruined that great deal. No longer could you clear 15 guaranteed percent. Actually you can do somewhat better by being a marxist thug and getting appointed to a job at Fanny Mae and Fanny Mac. Even that duel citizenship Obama Chief of Staff did that.
