I take a neutral view of it all, as we should be doing today, trying to be an honest and impartial broker in the dispute. I blame empires, long dead, and the more recent, the attempts of the allies after WWI to create nations out thin air with no thought given to the tribal and sectarian divisions going back centuries. Failed foreign policy.

I use the old 10/80/10 rule of thumb on this. 10% of the people will never attempt a crime; 10% will always attempt to (if they think they can get away with it); and 80% may, depending on the circumstances.
In the 80's, the SFPD had a rash of robberies and thefts, mostly wealthy tourists, (many Japanese and Asian businessmen), who had come there on business... and some pleasure. Sex tours are very big in Japan to this day. The SFPD set up a sting op in a motel, with an Asian cop undercover as a john. They had an adjoining room with video and all. The guy would call an escort or whatever and be very careless with his gold jewelry, credit cards, wallet... He would excuse himself and go into the bathroom leaving it all in plain sight on the dresser. Almost half of the working girls scolded him when he returned for being so careless with his valuables. True story, the literal hooker with the heart of gold. Statistically, the operation was barely a success.
On another point, self-made millionaires are a bit of a myth. Especially when guys like Perot tell you that's how he made his money.
