Shouldn't the Senate graph reflect the fact that in 2001 before Jeffords became an independent, the Republicans controlled the Senate, because of Cheney's tie-breaking vote? During this period, the original Bush tax cuts were enacted and some despicable people such as Ted Olson were confirmed.
Alter does not understand the briar patch metaphor he uses. In the Joel Chandler Harris story, B'rer Rabbit actually wants to be thrown into the briar patch, despite his vehement protestations to B'rer Fox, because in the briar patch, he will be safe.
