"§ 217. Children born in the armies of the state.

For the same reasons also, children born out of the country, in the armies of the state, or in the house of its minister at a foreign court, are reputed born in the country; for a citizen who is absent with his family, on the service of the state, but still dependent on it, and subject to its jurisdiction, cannot be considered as having quitted its territory."

Vattel's "The Laws of Nations" is quite clear. Those born out of country to parents who are citizens and are engaged in service to the state are considered born in their native country.

I searched the Constitution for the phrase "citizen at birth".

I didn't find it.

Does your copy of the Constitution have that phrase in it?

I also searched Vattel's "The Laws of Nations" and did not find it.

If those who used the term "citizen at birth" meant "natural born citizen" they would have use the term "natural born citizen" - I fail to see why they would not conform to the language already in the constitution rather than come up with a new phrase.

An amendment to the Constitution is required to assign the value of "natural born citizen" to the phrase "citizen at birth".

It is clear what the founders meant and it is clear that what is going on is not what they intended in the strict interpretation of the Constitution.
